Game codes for this costume power were given out at the NCsoft booth at the July, 2009, Comic-Con in San Diego, CA. One code permanently unlocks this power on all characters (Heroes and Villains, current and future) for one account.
With this costume change power you can dress up as a member of the Knives of Artemis at any time. Note that the costume is mutually exclusive with most self-stealth powers, and cannot be used while shape shifted.
